Community Scorecard 

The Shire of Wyndham East Kimberley aims to undertake a community survey every two years in the form of a community scorecard to check perceived satisfaction with the Shire, Shire's performance and services. 

A regular community survey is an opportunity for the organisation to understand the opinions and views of the community, identify issues and areas for focus, benchmark performance, track improvements over time and inform the reviews of the Strategic Community Plan.  Importantly, the survey is a fundamental part of a healthy democracy and well-functioning local government.

Undertaking a regular Community Survey of the Shire of Wyndham East Kimberley community provides to Council the following benefits:

  • Provides robust and reliable measures of performance, from advocacy, community engagement and community development, to town planning, economic development and environmental management.
  • Respondents share their needs and aspirations and their location giving the ability to create local priority mapping.
  • If carried out every 2 years the Shire can benchmark performance over time, showing historical trends.

Community Scorecard 2021

The 2021 Community Scorecard survey was undertaken between March April 2021 using the independent company CATALYSE. CATALYSE has a significant amount of experience in conducting similar surveys for other local governments. This experience has allowed a comparison with other local governments for benchmarking purposes.

Headline Results

The 2021 survey highlighted that the community would like the Shire of Wyndham East Kimberley to focus on the following high priority areas: 

  1. Community Safety and crime prevention - Facilitate a reduction in youth committing crimes by introducing a range of initiatives. Advocate for greater police presence in the Shire, especially at night-time. Provide an expansion and improvements to the CCTV network.
  2. Maintenance of sealed roads - Provide more regular road maintenance, resealing and repair of damaged roads.
  3. Playgrounds, parks and reserves - Undertake upgrades, expansions and maintenance of parks and playgrounds. Facilitate the development of more recreational opportunities.
  4. Services and facilities for youth - Provide more activities for youth that cater to a diverse range of interests. Facilitate the development of a safe house or youth centre. Facilitate the development of more safe youth hang-out spaces and accompanying facilities.
  5. How Kununurra town centre is being developed - Facilitate the redevelopment of the town centre
  6. Access to Housing - Facilitate more housing to meet current and future shortages

Community Scorecard 2019

The 2019 Community Scorecard survey was undertaken between February and March 2019 using the independent company CATALYSE. CATALYSE has a significant amount of experience in conducting similar surveys for other local governments. This experience has allowed a comparison with other local governments for benchmarking purposes.

Whilst most of the questions are standard and allow comparison with other local governments, some questions with particular relevance to the Shire of Wyndham East Kimberley were included.  Issues specific questions included in the 2019 survey were:

  • Trial a band drinkers register similar to that in the Northern Territory and Pilbara
  • Extending the East Kimberley Regional Airport runway
  • Support the Shire underwriting a trial of direct flights to Melbourne  

Headline Results

The 2019 survey highlighted that the community would like the Shire to focus on the following high priority areas: 

  1. Safety and security, focusing primarily on anti-social behaviour, particularly around main commercial areas.
  2. Services and facilities for youth to help alleviate concerns with boredom and antisocial behaviour.
  3. Economic development, including attracting investment, supporting local business, improving airport services, growing tourism and improving the overall appearance of Kununurra and Wyndham town centres.
  4. Improved infrastructure including fixing damaged road surfaces, better drainage, improved lighting and street-scapes, and more footpaths, cycleways and trails for better connectivity.
  5. Value for money from Shire rates. Ratepayers request rate reductions or limits to rate increases.

The Community Scorecard survey was undertaken between 14 March and the 14 April 2017 using the independent company CATALYSE. CATALYSE has a significant amount of experience in conducting similar surveys for other local governments. This experience has allowed a comparison with other local governments for benchmarking purposes.

Headline Results

The 2017 survey highlighted that the community would like the Shire to focus on the following high priority areas: 

  1. Shire’s leadership within the community - Residents want improved community leadership from the Shire. They seek greater transparency, integrity, honesty and collaboration in pursuit of bettering the community.
  2. Value for money from Shire rates - Respondents want to see value for the rates they pay. Tangible results such as sealed and well maintained roads, improving streetscapes and equitable waste collection and a range of services to benefit the community are all identified as services to be prioritised for rates to be spent on.
  3. Safety and security - Residents fear for their safety at night. They want the Shire to work with other agencies to reduce loitering, anti-social behaviour, crime and violence.
  4. Control of graffiti, vandalism and antisocial behaviour - Residents want a safe and attractive town that is free of antisocial behaviour. CCTV cameras, Police presence and security patrols are suggested to combat youth on the street, public alcohol consumption, fighting, street violence and graffiti.
  5. Economic development - Residents want the Shire to provide an environment that supports and encourages business and job development by reducing the administrative burdens, championing tourism and increasing access to supporting services, including childcare.
  6. Streetscapes - Respondents want their local area to look nice. Topical issues include planting and maintenance of lawn and trees, control of weeds and cleaning and repair of public amenities and spaces.
