The day to day running of the Shire is the responsibility of the Chief Executive Officer, who, along with Directors and staff, act on the Council's decisions by developing and putting into practice the Council policies and resolutions.

Carl Askew is the Chief Executive Officer and responsible for leading and managing councils operations and services through four key portfolios:

  • Governance
  • Infrastructure
  • Community Development
  • Corporate Services

Carl has 21 years’ senior management experience. Thirteen years of which has been in local government as Executive Manager Community Services, Director Community Services and Chief Executive Officer.

Carl has a sound background in Community Development and plans to lead the organisation with a strong focus on community engagement and good governance, ensuring probity and transparency. Carl plans to implement strategies to ensure the long term financial sustainability of the organisation with balanced budgets and a long term financial plan. Developing and maintaining relationships with relevant stakeholders is a priority of Carl’s to ensure delivery of Council’s strategic goals.

  • Higher National Certificate in Public Administration - Exeter College of Further      Education -1986

Nick Kearns

Nick Kearns is the Director of Planning & Community
Development and responsible for the following areas:

  • Community Services – Childcare; Youth; Recreation and Leisure
  • Library Services
  • Property Management
  • Planning Services
  • Building Services
  • Environmental Health Services

Nick has over 22 years in many senior management roles in local government. His core focus is strategic and land use planning, economic development, major projects, community development and stakeholder engagement and has qualifications in planning and business management.

Director Infrastructure

David Klye is the Director Infrastructure and is responsible for:

  • Asset Management
  • Infrastructure Projects
  • Engineering
  • Landfill operations
  • Rangers services
  • Emergency services
  • Depot Management (parks, gardens, roads)

David’s Local government experience includes roles as Director, Infrastructure Services, Municipal Engineer, Specialist Consultant Engineer, River Engineer, Project Manager, Assistant Shire Engineer and Design Engineer. 

David has extensive experience in all aspects of Local Government works and infrastructure management including management of infrastructure directorates and works departments, strategic planning, municipal engineering and management of complex infrastructure projects. David has experience with water supply, sewage treatment and road and stormwater construction and maintenance.

David hopes to improve the management of the Shire’s assets and provision of its services to the community by applying his considerable knowledge and experience to the Shire’s unique challenges. David is seeking to ensure that up to date management practices are continued to be improved and applied to service delivery for the Shire’s ratepayers while preserving the unique aspects of Kununurra that make it what it is.

Vernon Lawrence

Director Corporate Services

Vernon Lawrence is the Director of Corporate Services and responsible for:

  • Finance
  • ICT (Information & Communication Technology)
  • Records Management and Customer Services

Vernon is a Chartered Accountant by profession. He has a varied work experience that includes working in professional services for Deloittes in Taxation Services, working for the South African Revenue Services, being the managing director and shareholder of a privately owned business in the transport service industry and having local government experience. Vernon has extensive experience in financial management, long term financial planning  and risk. He plans to ensure that the Shire is on a sound financial footing, has properly planned for the ongoing funding of the asset management plans and takes the opportunity to make use of information technology to improve effectiveness and efficiency of Shire processes.
