Council Meetings

Council Meetings are generally held the third Tuesday of each month. See the Adopted Meeting Schedule for meeting dates, locations and stakeholder deadlines.

Council Meetings are open to the public unless items of a confidential nature are being discussed. In these circumstances, a resolution will be passed by the Council, and members of the public, members of the press and non-essential personnel will be asked to leave the meeting. The agenda for each meeting sets out the items of business to be considered and the order in which they will be dealt with. The Shire of Wyndham East Kimberley Standing Orders Local Law 2003 prescribes how meetings of Council are to be conducted. 

The Agenda for the next Council Meeting is made available at least 72 hours prior to the meeting. Minutes of the Meeting will be available within 10 working days of the meeting. Please see 'Publications' to access agenda and minutes.

Public Question Time

In accordance with the Local Government (Administration) Regulations, at each Council Meeting, members of the public are given an opportunity to ask a question of Council.

All questions asked must relate to an issue concerning the meeting at which it is asked.

Questions can be given with notice – in which case written notice of the question is to be given to the Chief Executive Officer at least 6 hours before the scheduled commencement of the meeting, or without notice with the consent of the presiding member.

The Shire of Wyndham East Kimberley’s Standing Orders (2.3) state that:

(1)     A member of the public who raises a question during question time is to state his or her name and address.

(2)     A question may be taken on notice by the Council or committee for later response.

(3)     When a question is taken on notice under sub-clause (2) a response is to be given to the member of the public in writing by the CEO, and a summary of the question raised and the response given are to be included in the agenda and minutes of the next meeting of the Council or committee as the case requires.


Whilst not a requirement of Council's Standing Orders, where a question is raised at a meeting without notice, but with the consent of the presiding member, your assistance with putting your question to Council in writing will be sought, as this helps with accurate minute taking.

A Public Question Form will assist in preparing a question for Council  and are also available at the Council Chamber on the day of the meeting.

Deputations

In accordance with the Shire of Wyndham East Kimberley’s Standing Orders (2.11) any person or group wishing to be received as a deputation by Council shall submit an application to the Chief Executive Officer, setting out the subject matter to be raised by the deputation in concise terms, but in sufficient detail to enable Council to have a general understanding of the purpose of the deputation.

The Shire of Wyndham East Kimberley’s Standing Orders stipulate that:

(1)     A deputation wishing to be received by the Council or a committee is to apply in writing to the CEO who is to forward the written request to the President, or the Presiding Member as the case may be.

(2)     The President if the request is to attend a Council meeting, or the Presiding Member of the committee, if the request is to attend a meeting of a committee, may either approve the request, in which event the CEO is to invite the deputation to attend a meeting of the Council or committee as the case may be, or may instruct the CEO to refer the request to the Council or committee to decide by simple majority whether or not to receive the deputation.

(3)     A deputation invited to attend a Council or committee meeting -

(a)     is not to exceed five persons, only two of whom may address the Council or committee, although others may respond to specific questions from the members; and

(b)     is not to address the Council or committee for a period exceeding 15 minutes without the agreement of the Council or the committee as the case requires.

(4)     Any matter which is the subject of a deputation to the Council or a committee is not to be decided by the Council or that committee until the deputation has completed its presentation.
