Kununurra Aquatic and Leisure Centre Redevelopment Business Case

The Kununurra Aquatic and Leisure Centre Redevelopment Business Case was prepared to quantify costs and benefits associated with plans to redevelop and upgrade the Kununurra Leisure Centre on the existing site for the project, including to:

  • Quantify social and economic benefits associated with the project.
  • Establish the financial benefits of any redevelopment.
  • Provide an evidence-based strategic approach for the future development of the Kununurra Leisure Centre.
  • Address the disability access issues within the facility.
  • Provide an evidence-based strategic approach for future funding applications in relation to the redevelopment of the Kununurra Leisure and water playground.

The Cost-Benefit Analysis quantifies a wide range of benefits associated with the project and also accounts for recurrent expenditure and replacement cost. Operating expenditure for the upgraded facility is expected to increase moderately over the replacement period and be largely offset by an increase in revenues from attendance. Otherwise, the analysis provided points to high values attributable to the project, balanced against the need to contain operating costs. Irrespective of this, the analysis more than justifies Council's previous decision to redevelop and enhance the facility at its current location.

The business case identifies a range of economic benefits associated with the project through job creation – particularly at the construction stage – as well as for tourism, local industry (and suppliers), which will be important as businesses recover in light of the recent COVID-19 restrictions and associated economic contraction. It also supports a wide range of improved lifestyle factors. The project aligns with key strategic documents which cover this region such as the State Planning Strategy, Regional Development Strategy and the Kimberley Regional Investment Blueprint and with a number of Shire strategies.

The funding strategy, which forms an attachment to the main report, also documents a range of funding options available to the Shire and related considerations.
